I agree with @Undo. Just link to the site, then let them work out their issues from there. If the question ends up closed, that's SR's thing, and it's up to a user there to provide a link to direct the user to a meta post if they want.

Also in general, it's common practice to link directly to sites rather than to, say, /help/how-to-ask or a meta post.

Stack Overflow doesn't allow questions about recommendations, of any kind (tutorials, libraries, etc.) and most of the sites on Stack Exchange doesn't either. However, about libraries, if you have a defined set of requirements, you could ask on Software Recommendations, after you have read their guidelines on how to ask a good question. — Braiam 5 secs ago
