I picked a wrong time to bring up the comments under Doorknob's first question: Shog9 nuked a couple of them, including the one I linked. (Someone said something to the effect of "my first downvote here"; quite an achievement. That user even now has only 44 downvotes on SO, versus 24800 upvotes).

I deleted my comments there, but I still think the proposal goes too far. SE gets many good answers from drive-by users who searched for a topic and found something related - not exactly what they wanted, but something they already knew an answer to. So they spend one minute to type in the answer, often a good one, and sometimes leading to long-term contributions. I wouldn't want to lose this. Sure there's a lot of junk too, but it's what gives us Steward badges...

I am not familiar with this usage. In my (U.S.-centric) usage, COI means a single person having a conflict of interests, like negotiating a contract with another company headed by a relative. A conflict between two people is just that, a conflict.
