Yes, this is how it works for functions defined on the whole real line or on an interval of it. There is a subtle point with functions whose domain of definition contains isolated points, like [0,1] and point 2. Then there is no limit of f(x) as x->2, but f is still considered continuous at 2.

Much of this is up to the choice of professor / textbook author. Some will adopt the definition of continuity that is in terms of limits: i.e., exactly what you wrote. Others, including me, will follow (epsilon,delta) definition of continuity, which is similar to def. of limit, but does not invoke the concept of limit directly.
