Well, what Andy is saying is that 2-downvotes don't qualify as serial downvoting. So all the remedies for serial downvoting are inaccessible to you. There is an unknown threshold, for downvotes to qualify as serial downvoting, and that threshold is higher than "2".

And Andy knows, he is a Moderators moderator :)
