@bjb568 Because the type of questions I usually answer are answerable (otherwise I wouldn't be able to answer them), but people tend to leave a downvote anyway because it is .htaccess (herp derp go to serverfault to be closed as offtopic there herp derp and I have no clue what this question is about herp derp). I find that people are sometimes short-sighted with their votes, and unless there is a string of downvotes or a string of upvotes, a vote means nothing.

You could tally their total upvotes and downvotes across questions I guess, but I wonder if the number of questions should be a factor (or if number of votes implicitly represents that more accurately)
I guess it's total "controversy" vs. average "controversy per question" - and thinking out loud, the former probably makes more sense.

Uh… so if something is VLQ and is flagged as such, it'll get approved. Unless a mod comes and declines it? That makes no sense.

@bjb568 You're mixing up two things. The LQP queue is not just VLQ flags, it also includes automatically detected low quality posts.
 
Whatever. VLQ means the post is crap. LQRQ deals with it and approves the flag if it is crap. Closing (including without a mod) also approves the flag.
There is no evidence in the system or the users of the LQRQ (who delete the crap instead of declining the flags because it "wasn't bad enough") that you should use VLQ sparingly. If it's crap, VLQ.
Also, Jeffs answer backs that up.
