Though beholders aren't "always evil". There's a nice orange beholder kid in Order of the Stick.

Big eyes in anime is just a byproduct of the fact that traditionally Japanese people used to prefer bigger eyes like the ones they see in western people compared to the "small almond shape" usually attributed to estern aesthetic
