There's different kinds of flours, some are made from the whole grain, these are called 'whole-wheat'.
Unlike the flour they use for e.g. white bread, which is made with flour "from which the bran and the germ layers have been removed from the whole wheatberry as part of the flour grinding or milling process, producing a light-colored flour." (wiki: en.wikipedia.org/wiki/White_bread)
You can have bread baked of whole-grain flour (volkoren, in Dutch), of 'white-bread' flour (witbrood, in Dutch) or you get a mixture of whole-grain/white-bread flour, in which case the bread is called 'bruin' or 'tarwebrood' in Dutch.
In that case, whole-grain/whole-wheat is always the most healthy choice.

Bread made from whole grains is supposed to be more filling, and certainly has a lot of good nutrients, but you should remember that when it comes to food, you're looking at marginal benefits that might or might not make some difference in the future. Your carb to protein to fat ratio in your food matters much more than whole- vs. white-bread or mixes

@M.A.R. Sure, but again, if both breakfast and lunch are mainly carbs (bread or any wheat thing = mostly carbs), whole grain has a lot less carbs than white ones, so for the balance you pick the whole grain too.
 
The spike in blood sugar levels is postulated to be unhealthy: It's what causes hormonal changes that lead to insulin resistance and various metabolic disorders and all that unpleasantness
