I'm pretty sure this is a regression: meta.stackoverflow.com/q/383118/578411 but I can't find the original bug report. All I seemed to remember that I wanted to blame @aaronshekey but I can't find any answer where he claimed he fixed it. I do recall that the div was moved around but that seem to have been un-done.

@Sonic I saw you edit, where did you see the part about user having many votes vs. user having high reputation? Did you see it mentioned officially, or is it only your guess/feeling?

Good eye! This changed on around January 8th I've added a change here so that the community user can't rebump a question unless the original bump is more than 90 days in the past. The problem here was caused back in 2011 when the bumps were weighted a little more towards questions that h...

If the front page of the site is getting filled with bumped questions from Community, they don't have much new stuff to look at. The bot only bumps one post per hour.

Why not enable the Japanese SO feature to make it not bump posts if there are already a certain number of bumped posts on the home page?

@VoteDukakis But that page isn't new questions only. It's new and edited and answered. If the site has zero activity for ten hours other than Community, I've kinda got to wonder if the site's community exists.

Also, worth noting with the holiday weekend, this was likely exacerbated. This may be a non-issue on a normal basis.
