Also, it's not possible for question authors to mark their own questions as CW.

Ah well. I can understand it's frustrating but having never been on SO: Is it really that hard to write an answer to an old question, linking to the existing (perhaps accepted one), pointing out how it is out of date and what should be done to fix the problem described in the question now?

It's definitely a question which ... needs some help ... even were it on topic.
 
honestly, a pretty great example of a question where Q&A is not a good tool for the job
you could sit down and write a nice essay that might help this person
or you could chat with them for a while
or ... a forum thread of some sort?

it's not like histograms are that hard to draw. I feel like maybe they've never done any image work before at all, and think the only approach is these sorts of black-box toolkits
...which are fine. But if they're trying to do a live histogram, they're gonna want a bit more background knowledge
