I think the proposal is too aggressive... but one change I'd really like to see is to ignore accept mark. The answer-accepting judgment of a person whose question-posting judgment was overruled by community should not count.

Exact number forgotten.
I still wrote a few bad answers afterwards.
My overall answer quality turned to positive after I got around 1.5k on SO.
 
I find at some point you find the right tone, and kind of answer the site expects

@CrazyIvan I guess it is linked to the see deleted posts privilege but it could in theory be an option for everyone because you can only see your own deleted posts
I think SE staff was afraid of lots of meta posts from users who got their posts deleted, either by moderation or the roomba
