Consider only the users with 5+ answers and 50+ downvotes. There are about 19000 of them on SO. Of them, 723 have downvoted > 10 times more than they answered. The histogram is below, log-base-10 scale. There's one outlier with 18275 downvotes vs 8 answers.

(i.e. if you arrived from Google search results, it showed the answers)

I have seen such posts by employees. I think one of their designers wrote one some time ago. But I don't know if that was a personal blog
