There's a difference between a user linking to his/her own blog while providing an answer that can stand alone and a user providing little more than a link to a commercial online video course.
Whenever I see suspicious answers like this, I check the links to determine if it's spammy in nature.

Okay, the linked content is being promoted by the author of the course in question and full access is behind a paywall.
The primary intent of these answers is promotional, rather than to genuinely contribute useful content to the site. That's what defines spam.
A lazy but innocent user can make links to external content in an attempt to answer a question, sure.
However, this user's behavior is promotional. The answers exist not to merely direct users to an answer located elsewhere.
You can tell the user has a vested interest in not providing the full solution in the answer.
The user's goal is to get readers to pay for full access to the course (and thereby get a commission for each user that signs up).
