The problem with "If we get REPLACEMENT CHARACTER when decoding the UTF-8, say that it is invalid." is that it requires that there never have been a REPLACEMENT CHARACTER there to start with. And there is. So it blows up.
And REPLACEMENT CHARACTER is valid for interchange.
So they’re just being dumb.
However, there’s something fishy with that, because I’ve used REPLACEMENT CHARACTER in titles before. So huh?
