I think a problem with this idea is that you're taking energy out of the water lines. In doing so, you're setting up an increased pressure drop along the line with distance. Where water could be fed by gravity before, it would now need to be pumped, so the water supply company would now be supplying the energy you generate. I flagged as NAA as it appears to be a comment, but maybe I'm wrong here (since it has two upvotes and one downvote)?
 
It's probably just an answer - it's suggesting they might be using a framework or plugin that affects it even though it's posed as a question.

It's a bit 50/50 - if you replaced the start with "you are probably using" then it wouldn't be a question and just a reasonably likely cause. Personally I wouldn't phrase an answer that way but just saying I wouldn't be too surprised if it gets declined or disputed.
