Have you tried using 4.0? If the docs specifically say that that you need at least v4.5, why would you think that it might work with v4.0? Why are those badges even a thing? Low quality questions with many views shouldn't be awarded only because it has a good answer that kept it alive.
I should write a proposal to change the criteria to views + score of 2+.
