"Unsalvageable" raises a close flag that you can pick, and the "Low Quality" link in H&I lets you put it back into triage thus exposing it to the possibility of that flag again. So does that mean if I'm out of CVs, I should click "Low Quality" to send it back to Triage, in hopes that it won't return to H&I and will get flagged for closure and pushed to the Close Queue instead?

@JasonC My understanding is that when you want to push something from H&I to Triage, the VLQ flag is the right tool, regardless of your supply of CVs.
 
It would be interesting to see how many unsalvageable questions get shuffled around in the Triage -> Should Be Improved -> H&I -> Low Quality -> Triage loop before ultimately getting ejected by Unsalvageable.

I'm not sure... What I usually do is go to the question directly and just vote to close it, then skip it in H&I. I think ideally it should be flagged LQ to go back to Triage, where hopefully somebody will close flag it from there, but I don't trust that system just yet because of the "Should Be Improved" button. I don't know if my approach is the best.
