@Bionic you can suggest an edit with a reputation of 1 and end up on that list if enough are approved. You'd get +2 for each one but then could lose it for other reasons so could be on the list with a reputation of 1.

I know that MSE doesn't get question banned users very often, but it happens on SO all the time. Some of them usually reach 20 reputation by that time though, and end up posting their off topic versions of questions in chat. Do you think it would make sense to make the barrier a little higher for entering chat if a user is question banned?
 
Well, for rooms without an active owner that can be a problem. I'm not sure if raising the barrier is a good response. That is basically the same as giving up that kind of users.
 
Why would it matter if there were an active owner or not?
Also, "giving up"? Is chat supposed to be some sort of rehabilitation for users?
 
A room owner can clean-up and kick such users and explain that they can ask for help in improving their questions but not as a replacement for main
