I'd say the mention of "link rot" and it being a well known issue for the site addresses your comment already @Shokhet. In general I agree with your statement, but I'm not sure this post needs much more. We'd be stating the obvious.

Privileged SmokeDetector users: you can now manually add blacklisted users using the !!/addblu command. Syntax: !!/addblu userid sitename where sitename is the full site name. (such as stackoverflow.com and communitybuilding.stackexchange.com, but not just stackoverflow)

That one is not passed -- it's the user ID that should be passed. The user ID is the ID that can be seen in the account URL.
Aside from going to check someone's network profile, there's no way to view someone's network ID. And doing that would generate too many requests.

@ProgramFOX Okay, another suggestion... accepting user profile url as parameter would likely make the command easier to use. The url can be reliably parsed into both userid and hostname: split by /, then, say http://math.stackexchange.com/users/147263/famous-blue-raincoat becomes [http, ``, hostname, users, userid, ...]
