To be fair, the pickings are pretty darn slim. The 2nd highest voted candidate who hasn't declined is at 4 votes. @KevinBrown Given back in the sense of "refunded to closevoter"? It's not clear what's substantial. And what problem it solves, other than make some users spend even more time closevoting.
 
@FamousBlueRaincoat Yes, refunded is a better word for what I'm thinking. And I think it would solve the issue that I've hit recently with unclear questions being doomed if they are caught in the first post queue, as they can attract close votes very quickly.
And as you know, once a post gets some close votes it's most likely not going to live, even if it was improved

I think SE is unlikely to implement this. As Shog wrote recently, few users actually run out of 50 close votes per day. So the effect of the change would be too small to be felt on the scale of the site.

Right, that's relevant in the "refunding" aspect
My idea would essentially be to "reset" the close votes on "substantially improved" questions in the process of being closed as unclear
Basically to kick them out of the close queue (and maybe put them back in another queue, such as first posts or triage)

Edit by a reviewer from within Close Queue already kicks the question out of the queue. Edits from outside the queue (in particular, by the OP) do not... and I don't think they should. It would be too easy for OP to prevent closure in this way.
 
Right, possible abuse would be the problem
And the vaugeness of "substantial improvement"
And, now that I think of it, edits after it is closed will push it back into the reopen queue

I just think it's odd that the system doesn't care how many audits you pass – only how many you fail.

@KevinBrown It's two days first, then if you fail again within the audit cycle (which is a month long), it's 7, and then finally 30 (at which point you have to be in a new audit cycle, so it starts over again).
