@Pandya, I think that would work for an SE format, but might be something where it's questionable how many people would be involved in the overall concept to get enough support. A lot of the lower level things are covered already (EE, networking, engineering etc) so would just be a matter of how many higher level questions there were.

@Pandya Actually Ag Science and related would be a good one - I've been involved in a few related projects in the past related to soil quality measurements and probably would have had a few questions at the time if there was an SE site around.

@NormalHuman Ok, the trick seems to be that you need to match at least two out of set of terms. I have no false positives and only a single false negative. I could fix the false negative by some preprocessing to toss out noise if I desperately wanted to.

I'm confused: are we talking about actual close flags, or free-form flags like "this is a bad question that should be closed?"
 
@NormalHuman didn't know that. You learn something every day. Guess I'm just seeing non-queue flags.
