I like to think I'm doing well on S/HR, but I'd be pretty terrible on SciFi.
Or Gardening, or Beer, or GameDev
 
In theory, a mod doesn't need to address the subject matter of a site - but in practice they do.
Looking at it from that angle, it is a big plus if a mod candidate is a good answerer.

He does have the Explainer badge. So he's edited 1 question he answered within 24 hours of answering... but hasn't done this 50 times yet.
It would seem that he's spent more time on Programmers than on SO. My main concern would be, if that is the case, would he be able to make the time to moderate SO well?

It reminds me of something about the LQ queue - don't delete bad answers. The negative score indicates that this is the advice that one should not follow.
I think there's a moderator election question in that.

@bjb568 If you're willing to replace a bad post with a good one... but that usually "clearly conflicts with the author's intent".
 
The only way to interpret that that makes sense is editing by a 3rd party (not OP) with no additional info. This can only correct small formatting problems.

But OP actioning is irrelevant. We care about the current quality of the content.
 
Then again, I've also had to reject an edit to one of my posts, that did little more than adding a grammatical error.
@bjb568 Not sure if I agree there. If a post can be salvaged by editing, by a third party, then that is what should be done.

And it has no severe content problems.
 
Sounds like a workable definition - if it can be edited into shape, then the content problems are not severe.
Excluding spam for the moment, assuming the post was a serious attempt at a question or answer.
