I think it isn't so much about wanting to participate on Meta, rather it's about keeping up with minute changes that seem to dictate suddenly that such and such is no longer OK. Following all this can be a bit of a problem for those of us who have been long term members and contributors, and it sometimes feels like some decisions have been made my the vocal minority who has spare time to spend on Meta. Rep aside, participating on Meta feels much less interesting and rewarding than participating on the main site. The fact that a question has to have a score of at least 3 does make the Community Bulletin a little biased though, in my opinion, especially considering the confusing and haphazard voting practices on Meta. Even if a question is a well-written, neutral non-rant, all it takes is a few downvotes from people who merely disagree, and the question has a high chance of never being seen outside of those first few voters, because it never gets circulation in the bulletin.
