Does anyone know whether link-only answers get deleted outright when people say Delete in the low-quality review queue, as opposed to converted to a comment?

@Mechanicalsnail There's no automatic conversion to comments in /review. If a moderator sees it and thinks it's worth saving, they can do so - but generally, that's not a good idea.
"I also have this problem, halp?" is no better as a comment
@Shog9 But a comment posted as an answer may still be a helpful comment; and the link from a link-only answer may be useful for anyone else wanting to write a real answer later.

Once you're speculating - "This doesn't answer the question, and I can't see any point to it, but in theory it might be useful to someone" - you're over-thinking this. Either it's worthless (delete) or it's not (don't).
If it *does* answer the question, then you've two reasonable choices: 1) Do nothing. If the link breaks at some point, oh well. We're actually working on a dedicated system for reviewing broken links, but that'll take a while. 2) Edit it to include the relevant information.
If it answers the question *in theory* then you also have two reasonable choices: 1) Do nothing. Leave it for someone who can say with confidence whether or not it answers the question *in practice.* 2) Delete it. If it's not clear that or how it answers the question, then the person posting it should have made it clear.

@Shog9 Plus you get to visualize it burning to a well-deleted crisp as the post colour turns red. It's like a bon fire, but without all that inconvenient prep work.
Ah.. yeah, for something like that it probably makes sense. I guess that kind of proposal will have more chances when the SE engine is ready to support foreign-language sites.
@HeitorChang I'm not that sure. At least judging by the amount of crap (language/spelling/grammar-wise) coming from turkish users vs the amount coming from german users we have more people who don't have a big problem with an english community
