Also we just made a change where, when we do give users access to CSS files, they get their own CSS files (instead of sharing one with our team) and, it's earlier in the chain than ours, so our rules override theirs :-)

Don't be silly, IE has always had local storage. You just had to find an exploit that gave you access to the file system. ;)
