@MarcGravell @balpha I couldn't add a 1 rep user (with a chat.so account) to the explicit write access list on SO, although the description says that it is possible (it silently fails). Is that a bug or was the purpose of the write access to grant users permission to speak in a gallery room (assuming they have 20 rep)?
 
unless you're a moderator, yes
the issue is just that it fails silently
 
I'd need to check, but I imagine a moderator can do that

@MarcGravell Yes, which is why I didn't try it on chat.se... I got a math.se user (owner of the math room) to try it too and he too said it failed.

it existed at some point, but that was a bug
there's still talks about having some sort of "invite low rep users to chat" functionality
but it doesn't exist yet

@balpha Thanks, those points sound good. I like the idea of time limiting. However, I wouldn't allow it for any user with N rep.
Given any N, I can always find a user X with rep > N that is disruptive... so it should be a room owner privilege. Of course, they're always welcome to just create a new room to talk with the low rep user
 
Are all the users who have posted recently (e.g. "last post XXm ago") but don't list a room in the non-existent SE room?

I just go by what I heard in the "SE wall" video "it's usually used for image macros and youtube links" or something to that effect
