feature-request Once somebody has had their flags overturned a certain number of times, don't let that user flag anymore (at least for a while)

bug If you click the flag count on your gravatar and get the popup, and try to counterflag a flag on your own post, it just shows the processing animation forever. You get an error if you do it from /admin/flagged
