We had long period of time when we failed.

e.g. whole year with terror attack every week, taking the lives of hundreds of innocent civilians.

But yes, over time we seem to have learned how to deal with that, by military operations and above all excellent intelligence and spies rooted deep inside the enemy lines, giving exact info what's coming next.

Such things take years, can't have "one hit solution", no matter how big is this hit.

All of the youth have to give golden years in army, economically, sustaining a long drawn combat is nightmare. If same investment of power and muscle goes into more productive things, its much much better
