People should re-flag for mod attention of they see a non-English flag (as Shog's answer says), but apparently don't many users do that.

if a message gets X time flagged, there's an auto-ban for 30 mins

As long as people flag non-English posts and other people mark them as valid without checking, it's safer to talk English.
