random has unfrozen this room.
Thanks for unfreezing! I've got a question I'd like to discuss re-opening everyone, I'm going to go grab the link :)
I feel like this question should be reopened. Does it need clarification? Certainly. But it was the user's first ever question, comments were made asking for clarification, and it was closed within 1 hour of posting--that's hardly giving the user time to come back and clarify. stackoverflow.com/questions/11386827/…
I feel like explaining to new users what's wrong with their question, and giving them a chance to come back and edit it, will teach them better how to become productive users than simply closing their questions.

The question can still be commented on and edited after being closed.

Ah, so if the user comes back and edits the post, they could then ask for it to be reopened now that its quality is increased?

@WendiKidd That's right; using the flag link is generally best, since a moderator can re-open with a single vote.

Q: Why does parseInt(1/0, 19) return 18?

ceborI've an annoying problem in JavaScript. parseInt(1 / 0, 19) 18 Why does parseInt return 18?

VtC. Dividing by zero and converting the result to base 19 is not an "annoying problem" that the OP (or anybody else) actually faces, it's an unrealistic example that someone made up at least 7 years ago.
