Q: If a user is banned from posting answers, state so before they start writing the answer

I would suggest separating this into different requests for each of suspended, answer/question banned users, and users currently blocked due the the IP address they are using. The reason is that there appears to be an intent to not give early indicators to spammers and trolls that the IP address they are using is blocked. In other words, the reasons for when to inform, and the ultimate decision of changing the current operation, may be different between those three groups of users. You'd also need to define what would happen for cases where a user is in more than one group.
 
To expand off Rob's comment: because they are calculated on the fly, it is also an expensive thing to check. Running that check every single time a user loads a question page is not viable at all. Only running it when someone attempts to post an answer reduces resource load.

Does this answer your question? Warn new users when they ask a question after a previous question is closed, downvoted, or deleted - "... we are showing a warning to folks who are about to post a question or an answer ...".

@animuson it can easily be cached server side, like so many things already are cached. The "this will make the page slower and take too many resources" excuse is used too many times in my opinion. When a user see the answer form and the "Post Answer" button, they fully expect they can actually do it. Spending time on writing answer just to get "No you can't do it" message is bad user experience, plain and simple.

@ShadowTheVaccinatedWizard I somehow felt that you're going to say that and prepared a (likely incomplete) list of cases leading to bursts of votes to either side: meta effect, tag spam, hot questions, references from active chat rooms. Now, one would better explain how these could qualify as "extreme corner cases" because to me for example these don't look like that. Anyway, this question doesn't even attempt to address concerns I mentioned which to me makes it a duplicate (just like any other similar request which fails to account to specifics of how ban mechanics actually works)
 
@gnat I disagree, but can't do much. If it gets closed I'll reopen; That's the most I can and will do. To be fair, many times I go with the "If other question contains answer to yours, then yours is duplicate", closed many using this logic. However here it's just too far fetched in my opinion.

Frank & @gnat, this is sufficiently a duplicate of the question that, of course Shadow, viewed yesterday; one can see the two staff members have reviewed the complaint and are going to look into it, once that other bug is addressed then this FR will be resolved.
 
@Rob even with the warning, it won't be a duplicate in my opinion.

@Shadow, Franck's question, in the first sentence, says: "... aren't informed they can't post an answer before they try to post an answer ...". Once the warning is repaired it's expected that it will work correctly; whether people read such an obvious message and understand it is entirely another matter.
 
@Rob no that's not the issue. The missing warning is showing before there is actually a post ban, and the user can still post. What is being asked here is for a message to be displayed after the user is already banned, and can't post anymore. True, the user did mistakes and should pay, but bad user experience isn't a proper punishment in these days. There are other, better ways, to drive people away from a site when they are no longer welcome due to posting low quality content. (e.g. the site can redirect them to Cats Playing Piano on YouTube.)

@Sha, and the staff is aware of both questions; once fixed it's fixed. There'll be the warning before actually being banned, and a message saying that one is currently banned; once the other bug is fixed; rendering the need to FR creation of a new feature unnecessary, since the feature exists but simply became disconnected.
Similar cross-site duplicates, which offer insights into the mechanism: meta.stackoverflow.com/q/318202/3648282 meta.stackoverflow.com/a/323194/3648282 - you can have a warning or message, but until you actually push the button you don't know the true answer. The permission to post can change a moment later, any message prior to actually pushing the button would be an estimate of what you should expect the result to be; and not the actual result.

Franck, you returned to too many replies. In regards to your recent comment, my comment answers your comment's question; the warning mechanism was broken, that's why you don't see the warning. As Cat said, fixing that is on the list, closing this question as redundant
 
@Rob oh I see, thanks I didn't realize the warning would also be displayed to users who aren't to post answers. Ideally that would be better to clearly indicate that posting answers is disallowed though (eg greying out the answer box field along with a clear message).

@Franck, well it would be; unless you get a downvote blast, in that case if you've got a bunch of 0 posts, and you post a few suddenly, then you get double hit (like everyone in a TZ wakes up, you're HNQ, and something trends); then you can leap from 'No Warning' (when you start) to blocked when you click (and the calculation is forced). --- Read the links to the links, the Mods on SO are getting "I was never warned" complaints, to which they reply "Our Dashboard says you got X notices, here, here & here", to which they say "No way" - so it was tested and found broken.
 
@Rob No, that post that talks about fixing ban warnings only talks about question bans, not answer bans. Answer bans have never had a warning of any sort.

@Son, One can clearly and easily see that both question and answer bans both have warnings, and (by following links in other comments) that the staff are aware of the problem, as are some moderators; there's no need for new people who haven't been following from the beginning (and seen deleted comments) to post more denial comments, they don't offer to improve the question.
 
@Rob Ah, I completely forgot about that warning since I've never seen any reports of it. But still, that post still only talks of fixing the warning for question bans.
