Well the only other participant in the room can't chat anymore so not sure.
I wonder whether a reasonable strategy is to associate the chat user with a site where I am not very active. In such case, even if suspended I would be able to chat. (It is unlikely to get suspended on a site where I do nothing. And the suspension in chat depends on suspension of the parent user.)
