@Magisch And today we find ourselves no longer being "nice" to another but being presented with a CoC. Unfortunately, the number of jerks on SO and SE users on a personal crusade is not small. I've seen a lot of jerks on SE, and users suspended repeatedly on EL&U and ELL for being downright rude, argumentative and inflexible, yet they continued to be jerks even after four or more suspensions.

If someone's that disruptive, I'd say the only people who really can deal with them are the mods
They do have the power to eventually issue really long suspensions
 
A code of conduct will be ignored by them, or they will manipulate it to their own needs. The world has horrible people and we know horrible people use social media and participate in forums and websites. Unfortunately, human nature being what it is, horrible people are generally unaware of being horrible, they think they are right, or they feel themselves to be victims.
Lastly, it's very easy to find consensus online and among fellow users the only way to defeat them is to remove that consensus.
 
That sounds like a unwinnable scenario you're drawing up
Stack exchange is extremely diverse in terms of userbase and culture. To some of them, we sound like the jerks that don't know they're horrible
 
@Magisch You don't have to call out the individuals, you just call out on the behaviour. You don't have to name and shame the user, but name and shame the behaviour. But this has to be done collectively. Mods alone cannot be expected to carry this weight of responsibility.
 
Where would you do something like this? Stack offers no venue to discuss stuff like that
We only have technical Q/A, improvement suggestions to technical Q/A, and discussions about improving technical Q/A (meta)
I'm also extremely skeptical as to how we could collectively arrive at an actionable definition of what "horrible" is in this context. Outside of strict stack rules, you'll find that the communities agree on hardly anything at all
