it is not difficult to get the numbers of upvotes/downvotes:

Once you have that, you can add some restrictions, like here:

If you set both max and min to zero, I guess it could be what you wanted:

. (For testing queries, I usually avoid the biggest sites - some queries take a long time to run there.)
