@Martin first time I heard about h-index. Even looking at the sample query I'm struggling to get my head around it. I think this should use a RANK maybe combined with the LAST windowed function and needs either two queries (one two get the h-index for each score, another to find the exsct cut-of) or a recursive CTE. Let me think about it for a few minutes

@rene h-index is commonly used in scientometrics. E.g., a scientist has h-index equal to 10 if they have published at least 10 papers such that each of them has at least 10 citations.
I'd guess this is something which would be more straightforward to calculate in a procedural language such as C++.
In any case, I would suppose that on the part of the MO mod who asked about it, this is more about idle curiosity than about something seriously needed.
It might be interesting to know the h-index for various users - but basically it's just one additional vanity metric.
 
Yeah, that is probably why that SEDE query uses a while loop. I still think it are two sets that needs be joined and ordered on a count to find the h-index.

I have added usernames to the first of those three queries: Top users by h-index.
I will try to look into that - to understand at least roughly what is done here.
I suppose that to get similar query for questions/answers, one only has to add restriction on PostTypeId.
