Dude, ignore levels. They are not relevant for this. Anyone and everyone is encouraged to create content, edit content, upvote, downvote. The most active folks tend to help remove bad content, and they end up with higher rep because of the activity.

If "intermediate levels" were more active they'd get more rep and yay- at that point they are"high level"

So while you think "pyramid" should be a structure for a healthy site, in reality there are a host of very healthy sites that work just fine despite your misguided assumptions.

So try supporting instead of being divisive and subversive - the communities would be happier, you'd probably be happier and you'd certainly get less suspensions :-)
