@Pandya only of the room from which messages are to be moved. Any room that user can see can be chosen, including frozen rooms, and if the user has enough reputation to see deleted rooms, messages can be moved to deleted rooms as far as I can tell.

@Pandya update: one can't move messages to a frozen or deleted rooms.

(which makes sense, as it's essentially breaking the frozen or deleted status of the rooms...)
