Sometimes certain thumbnails are failing, then the original image is used.
Anyway they still didn't fix anything, anyone viewing this profile in mobile view will see the animation.
Luckily, the 96px thumbnail is used only there.

@Derpy so it means only three users even tried using animated avatars, this kind of proves the one who "succeeded" did it on purpose, and kept uploading until the thumbnail creation failed, leaving the animation in place.
(this can't be a coincidence, those failures are about 1 to 1000 if not less frequent)
