@mehow yes this would work. We once had sock puppet ring which got a total crap question to the top of Hot Network Questions list. The ring had 10-20 accounts with 200+ rep each, upvoting each other.
@InfiniteRecursion users can't vote to migrate in per site meta, only close as off topic. However, when a migrated question is closed on the target site, it also get locked.
I keep getting told that Venice smells pretty bad as a reason not to go (a lot of people say it's pretty crowded too but that's another matter). Apparently it's the canals in summer.

I raise a feeble voice of disagreement against changing the debouncing memory. Spammers will soon figure it out an post an innocent post, then edit it into spam.
@InfiniteRecursion If it's a legitimate post at first, SmokeDetector won't even catch it (and add it to the latest questions memory) and it will still be posted after it is edited.
Perhaps we can make a change that the question is only added to the memory if it already has been edited 3 times. What do you think of that @JanDvorak?
@rlemon Yes, I know, but only mods/developers can stop it; then it might be easier to immediately have a developer who can see it instead of logging web sockets.

Hmm... I just thought about it, and looking at the title for seeing whether a post changes isn't very helpful. A spammer could make SD post a false positive and then only edit the body of the post, and SD wouldn't post it again because the title didn't change.
And checking whether the body changed is useless. When editing a post, the body is changed (except when only changing the title/tags), and then false positives would almost always be posted again if the body changed.

The argument for deleting these questions is that:
It's poor, it shows no effort at solving, no researched demonstrated, about 19 non-constructive comments and finally it asks for "the best solution".... That's about as bad as a question can get....
