You can choose not to award it, then the highest voted answer submitted during the bounty (must be score 2+) gets half of it
or you can award it
if no decent voted answer is posted, the reputation is lost

What about if I ask for help about something that need to be resolved, like fixing a bug, error, etc in a program, operating system? Users can see an answer as useful, they will vote for it, and maybe he gets the bounty because no one else solved the problem. He gets my reputation even that my problem wasn't resolved. Is there something to do about that issue?

@PichiWuana as time pass, the question gets higher in there, i.e. questions on top of the featured tab are those where the bounty is ending soon.

@PichiWuana didn't downvote myself, but generally speaking, site recommendation questions on MSE are risky, they might get downvoted when people don't like the subject.
MSE got its quirks, one just have to get to know them and live with them.

Cables are nasty, they tend to unroll no matter how you try to roll them.
