There is so much destructive stuff you can do with userscripts
 
The gist of that app was to down vote everything once you looked at a question ...
 
for instance I know art least of one person who has a US that automatically upvotes the top 40 questions sorted by newest every day

Here is my take on it: If i see a cv-pls I go to the the Q and determine if I want to close it or not, Then after that I decide if I want to vote or not. If it looks like it is going to be closed and is already down voted then normally I do not vote as it already will go to the roomba. If it is not down voted already and I feel it is a bad question then I will down vote.

If it is really bad I normally always down vote along with close vote. If it is a meh question then I do what I always do and cv and walk away.

Well close and votes do not have to go hand in hand. You do not have to down vote off topic content. I guess it falls in the not useful part of the tool-tip but I normally judge by quality for votes, not necessarily just the fact that it is off topic.

Probably the only time I don't DV when close-voting is when I feel that OP can cooperate and learn to improve the question by commenting, or it's good enough for migration. Other than that, I usually ensure to make it at least -1.

Why does that need a canonical answer from a CM?
 
Because, whether it's an ideal effect or not, having a CM answer gives it a little more perceived clout and makes it more convincing to use it as a point when making a case or having a discussion.
Compared to the current +4/+5 unaccepted answers by randos.
And also it's fun to demand things from Shog, even if there's a thousand other CMs around.
